Professional, Neutral, and Enforceable Standards for Notaries

The National LGBT Notary Standards Association (NLNSA) Accreditation Framework establishes a voluntary, professional certification system for notaries who commit to neutrality, lawful practice, and respectful treatment of all signers.

This is not an advocacy credential.
It is a standards-based accreditation designed to be credible to the public, institutions, and regulators.

Why Accreditation Matters

Notaries occupy a position of public trust.
Accreditation through NLNSA signals that a notary has:

• Demonstrated professional competence

• Committed to neutral and lawful conduct

• Completed standards-based education

• Agreed to accountability and enforcement

Accreditation provides confidence to:

Core Principles

All NLNSA accreditations are grounded in four core principles:

Neutrality

Accredited notaries act impartially and professionally at all times. Personal beliefs, opinions, or assumptions do not interfere with lawful notarization.

Legal Compliance

Accreditation does not override state law. All notarizations must comply fully with applicable statutes, regulations, and commissioning authority requirements.

Professional Competence

Accredited notaries demonstrate accuracy, procedural correctness, proper identity verification, and sound judgment in complex or sensitive situations.

Accountability

Accreditation is enforceable. All accredited notaries are subject to the NLNSA Code of Conduct and a formal review process.

Accreditation Levels

NLNSA uses a tiered accreditation model, allowing notaries to demonstrate increasing levels of education, experience, and leadership.

Level I — Certified Neutral Notary™ (CNN)

Foundational Accreditation

This entry-level certification establishes a notary’s commitment to neutrality and professional conduct.

Requirements include:

• Active notary commission in good standing

• Completion of core standards training

• Passing a knowledge-based assessment

• Signed Code of Conduct and Neutrality Pledge

Focus areas:

• Neutral notarization principles

• Respectful identity handling

• Legal name vs. lived name distinctions

• Professional boundaries

Validity: 1 year (renewable)

Level II — Certified Inclusive Notary™ (CIN)

Applied Professional Education

This certification recognizes notaries who have completed applied education addressing real-world identity and documentation scenarios.

Requirements include:

• Active Level I accreditation

• Advanced training modules

• Scenario-based assessment

• Continuing education credits

Focus areas:

• Complex ID and name mismatch situations

• Transgender, non-binary, and intersex considerations

• Handling objections or third-party hostility

• De-escalation and professionalism

Validity: 2 years (renewable)

Level III — Certified Standards Notary™ (CSN)

Advanced & Leadership Accreditation

This highest level recognizes notaries who contribute to standards stewardship, mentorship, and peer review.

Requirements include:

• Active Level II accreditation

• Advanced ethics and enforcement training

• Participation in mentorship or peer review

• Agreement to support standards interpretation

Focus areas:

• Ethics adjudication

• Standards interpretation

• Mentorship and education

• Complaint review participation

Validity: 3 years (renewable)

Training & Assessment

Accreditation is earned—not automatic.

All levels require:

• Structured training modules

• Knowledge and scenario-based assessments

• Periodic re-certification

• Ongoing education requirements

Training emphasizes lawful practice, professional neutrality, and real-world competence.

Enforcement & Accountability

NLNSA accreditation is meaningful and enforceable.

Complaint Process

• Complaints may be submitted by the public or members

• Confidential intake and review

• Opportunity for response and evidence submission

Outcomes May Include

• No action

• Required remediation or education

• Probation

• Suspension

• Revocation of accreditation

Due process and fairness are built into every stage.

Public Registry & Verification

All accredited notaries appear in a public, searchable registry, which verifies:

• Accreditation level

• Certification status

• Expiration dates

• Jurisdiction(s)

This allows clients and institutions to confirm credentials quickly and confidently.

Membership vs. Accreditation

Membership and accreditation are related—but not the same.

• Membership enables participation in the Association

• Accreditation certifies professional standards

Accreditation may be suspended or revoked independently of membership status.
